The Billion at the Bottom

Around the world right now, one billion people are trapped in poor or failing countries. In this talk economist Paul Collier lays out a bold, compassionate plan for closing the gap between rich and poor. Collier was the director of the World Bank’s development Research Group and he now directs the Centre for Study of African Economies at Oxford. Based on his book The Bottom Billion Collier speaks of 4 traps that keep such countries in poverty and he advocates international rules and some aid to help them get out of the poverty they face.
